The Maples Course Openings & Reservations: The Maples Course is scheduled to open to Woodlake Residents only on September 20th. Residents must be able to provide proof of address at time of check-in.

Woodlake Dam Receives Certificate of Approval from DEQ, Clearing the Path for Construction to Commence

[Vass, NC - June 29, 2023] – The Woodlake Dam Modification project has been underway since mid-2017 after the dam was breached in October 2016, originally led by the volunteers of the Restore Woodlake Committee and taken over in 2021 by new local ownership, Atlantic National Capital (ANC). After nearly 2 years of surveying, geotechnical testing, engineering and design, ANC is thrilled to announce the long-awaited receipt of the Certificate of Approval to modify the dam from the Department of Environmental Quality (DEQ). This momentous milestone paves the way for the official commencement of construction on the dam, marking the beginning of an exciting new chapter for not only the Woodlake Community, but all surrounding residents that have been affected by the damaged dam and subsequent evacuations downstream following Hurricane Matthew in 2016. “We have overcome numerous hurdles over the past several years to bring this project to fruition. While we still may face obstacles prior to and during construction, we are very excited and eager to enter this next phase, knowing that our dedication and perseverance have paid off” says Keith Allison of Atlantic National Capital, who was originally asked by the Restore Woodlake Committee to join their efforts.

The Woodlake Dam modifications have been designed with careful consideration for restoring the functionality of the dam and improving design details to current design standards and regulations. The new Dam, designed by Schnabel Engineering, has been designed to reduce upstream lake flooding compared to the old dam and will simultaneously mitigate downstream flooding by simply being in place. The approval from DEQ affirms the commitment to this initiative as well as providing a safe and sustainable dam. With the Certificate of Approval in hand, ANC can now proceed forward, ready to make a positive impact on the surrounding communities.

ANC is grateful to the Department of Environmental Quality, the Division of Water Quality, and the Army Corps of Engineers for their thorough review and approval of the submitted plans. The collaboration and commitment to environmental protection have been instrumental in helping us reach this pivotal moment. After all preliminary administration has been satisfied, the awarded contractor, TA Loving, will immediately begin to mobilize the dam site per the requirements by the State; construction will officially begin on July 10, 2023 and is projected to take approximately 18 months.

While it is exciting to embark on the construction phase of this transformative journey, the effort would not have been possible without the overwhelming support and preemptive efforts of the local community. The continued cooperation of the community will ensure the success and long term sustainability of this project.  As the lakebed clearing strategy is being finalized, any efforts made by the community now to keep the overgrowth cleared in and around their property will help keep the project’s overall costs down, as there are already significant cost overages from the initial funding received.  Lakefront owners will soon receive additional information from ANC on dock repairs as final requirements and parameters are determined in coordination with local governing entities.

Join us Poolside all summer long beginning this Friday, May 26th. The snack bar will be open 11am-6pm daily throughout the pool season, serving soda, ice cream, snacks, beer, and drinks (credit card only). As a reminder, coolers and outside food and drinks are prohibited. Please refer to our published pool rules and regulations in regards to any questions you may have.

Don’t forget to purchase your pool memberships before opening day! We are offering Individual Memberships for $180.00, in addition to Basic Household Memberships for $420.00. There is still time to register- get yours today!

Pool passes will be available for pickup at the pool entrance on Friday, May 26th for members that have purchased their passes and provided headshot images by Thursday, May 25th. A photo ID with the purchasers name, or household name, must be presented at the time of pick-up.

Regular pool hours for the 2023 season are 10am-8pm, Monday-Sunday. Early bird pool hours for adult members only is between the hours of 8am-10am, Monday-Sunday.

Woodlake Country Club Partners with Bobby Jones Links for Relaunch

Atlantic National Capital is pleased to announce its partnership with Bobby Jones Links, an Atlanta-based advisory firm, to provide consultation for the pre-opening of the Maples course, unveiling of the master plan, and club memberships. In addition to Woodlake, Bobby Jones Links has established several other partnerships with country clubs in North Carolina, and we are thrilled to have their input, expertise, and national buying power involved in this project. Through this partnership, Atlantic National Capital will be dedicated to capital improvements and golf course renovations, while Bobby Jones Links focuses its efforts and resources on the clubhouse, pool, and club operations. Their first order of business will be opening the pool for the 2023 season. In 2022, a total of 260 families and members spent the summer Poolside, and we are looking forward to another successful pool season starting with our Memorial Day Weekend Kickoff (more details to come!) Memberships for the 2023 pool season are now available with updated rates.

An interim Operations Manager has been assigned to Woodlake as of April 20th and will help oversee club operations and recruitment as we work to become fully staffed for the late summer/ early fall soft opening. Information on club memberships, VIP tours, and soft launch play will be available at a later date. We are hopeful that the 19th hole opening will be simultaneous with the Maples course, however, with inspections and furnishings there is a possibility that it will be opened as a second phase. Many of you may have noticed some exciting updates that are happening around the temporary clubhouse, and we can’t wait to share more details with you as construction continues over the next few months. In other exciting news, we are expecting to receive the remaining approvals needed to begin repairs on the dam in the coming weeks.

Bobby Jones Links Continues Momentum In 2023 With Addition In Pinehurst Market

ATLANTA, GA (April, 2023) – Bobby Jones Links, an Atlanta-based club management and advisory services company, is pleased to announce a consulting partnership with Woodlake Country Club, a privately-owned country club in Vass, North Carolina. Woodlake represents the company’s sixth club in North Carolina and the fifth addition to its portfolio in 2023.

Located 25 minutes east of the famed Pinehurst Resort, Woodlake Country Club was once a thriving private club and boating community developed in 1968.  Originally envisioned as a boating and golf destination on par with historic resorts in the area, Woodlake featured two 18-hole golf courses; one designed by Arnold Palmer and the other by revered local architect Ellis Maples, the 1,200-acre Lake Surf and the historic Oates House. Moved to Woodlake from Fayetteville, the Oates House was once the residence of John A. Oates, a judge, historian, and civic leader. Enduring financial hardship through the 1980s, the community’s eventual demise was the potential breach of the lake’s dam during Hurricane Matthew in 2016.  As a precaution, the state drained Lake Surf eliminating the irrigation supply for the golf courses, which lead to Woodlake’s closure.

In 2021, local investor Atlantic National Capital secured the Woodlake community, including the golf courses, lake, and undeveloped real estate through foreclosure proceedings. Atlantic National Capital immediately launched an ambitious plan to restore Woodlake and hired noted golf designer Kris Spence to restore the Maples Course.

Clubhouse, Construction & Dam Planning Continue - February 2023

CLUBHOUSE & gOLF cOURSE

We are excited to announce that Woodlake Country Club was recently featured as one of the Top 25 Notable Golf Course Renovations in 2023 by Golf Pass. Woodlake made the list among other notable course, not just in the US, but the world. They noted “Renovations come in many shades; even the most seemingly modest ones can have a huge impact on the day-to-day enjoyment of a course. Hundreds of golf courses will receive some sort of renovation this year. For now, here are 25 notable renovations to be aware of in 2023.”

The article continued with “Originally home to two golf courses, Woodlake fell on hard times and ultimately closed late last decade. Under new ownership, its original Ellis Maples-designed course is being revived by Kris Spence, who is an authority on the work of Donald Ross, Maples' mentor. Spence believes Woodlake to represent the some of Maples' best work, and he terms his renovation of Woodlake a "resurrection." The eponymous 1,200-acre body of water makes a stirring setting for the course's first few holes before it heads into the hills. When it reopens, Woodlake will be a great semi-private option for Pinehurst-bound golfers.”

As renovations to the Clubhouse building progress, The Woodlake Country Club website, as well as information on Memberships, is still expected to launch in early 2023. Our goal is to have details and information ahead of the summer season to allow time for signups prior to the soft opening date of the Clubhouse & Golf Course and in time for the pool season commencing Memorial Day weekend, as this will be a part of our package options. The target website and membership launch is set for this spring, mid April to early May. As we also prepare to enter growing season in early spring, we are closely monitoring the grass and Mother Nature to announce an exact date on the soft opening of the Maples Course.  In addition to the announcement, we are discussing plans for exclusive golf course tours for Woodlake Residents prior to the opening; these tours would provide residents with an opportunity to get a firsthand look at the amazing transformation that has taken place over the years.

During the winter months, our maintenance team continued work on the Maples Course such as detailing natural areas, analyzing drainage, and cleaning the tree line surrounding playable areas. Given the recent warm front that moved in, our team has started spraying pre-emergent over the greens and fairways, as well as weed killer. It is still imperative that everyone continues to stay off of the Golf Course grass and grounds in addition to the golf cart paths at all times. At this time, we are discussing plans for exclusive golf course tours for Woodlake Residents prior to the grand opening; these tours would provide residents with an opportunity to get a firsthand look at the amazing transformation that has taken place over the years. DAM PLANNING & CONSTRUCTION

Over the last few months, Atlantic National Capital and Schnabel Engineering have been working diligently behind the scenes to maintain the project timeline for the dam repair while simultaneously making notable progress. We are pleased to announce that after months of contract negotiations, Atlantic National Capital and TA Loving are officially under contract for the repair and restoration of the Woodlake Dam. While we are still navigating increased construction costs and materials, we are confident that our partnership with TA Loving will be effective in expediting the timeline as much as possible and identifying areas for cost savings as we continue to seek funding for the projected overage.

Atlantic National Capital has received a letter of approval from NC DEQ on our Subject Erosion and Sedimentation Control plans, and we have concurrently submitted an application for approval to repair the dam to NC DEQ Dam Safety. Supplementary to our application, Schanbel has completed evaluations and preparation of design drawings and specifications. Schnabel Engineering and Mogensen Mitigation are also working to obtain an extension on our 401/404 permit for our Wetlands Plan. Please keep in mind that ANC has no control over the permitting and approval process or the time involved. We are optimistic that we will not encounter any problems that could halt or jeopardize the Dam Construction or projected water levels. We have been told that NCDEQ is short staffed in Engineering and project approvals are dependent on priority status, which could take up to 6 months.

The proposed 7-cycle labrinyth design is an inline structure with a minimum top elevation of 230 and gates to the spillway exit. The complexity of this design aligns with our efforts to mitigate any future downstream flooding and ensures longterm sustainability. We have completed all the fill for the lakebed, and the goal of the design and rebuild would be to keep the lake at the same MSL (elevation) as it was prior to the dam breach.

Pre-mobilization preparations for dam construction are optimistically underway. This includes setting up temporary power and utilities for security lighting and cameras, clearing direct access paths to both sides of the dam, as well as installing fencing, storage, and temporary office sites. Mobilization by TA Loving is projected to follow this phase pending final approvals and permitting. Once construction commences, we are being told the project could take anywhere from 14 to 18 months to complete, and we remain hopeful for a 2024 completion date.

In an effort to expedite lakebed clearing when the time comes, we ask that all Lakefront homeowners continue to maintain any overgrown areas directly in front of their property. If you have not been maintaining these areas already, we ask that you proactively make efforts to clear any overgrown vegetation adjoining your property to ensure the lakebed in front of your home will be clear prior to construction commencement as our teams are focusing on the main lakebed and common areas. Our efforts will also include the marina and boat slip areas. Our vision for these areas include docks and possible boat storage available for residents to rent in the future. In regards to personal Lakefront homeowner docks, we plan to release information on how and when these can be repaired. We are asking homeowners to hold off on making these repairs until we have received all approvals and ANC releases guidelines on docks to ensure there is no disruption in permitting.

Woodlake Clubhouse & Golf Course Starting to Take Shape - October 2022

Our Woodlake Country Club Master planning is well underway. On October 15th, the Lake Surf Grill officially closed its doors to make way for the new temporary Clubhouse, 19th Hole, and Pro Shop Facilities. Once again, we want to extend a very special thank you to Dave Harris and the Woodlake community for making this facility the perfect building block for Woodlake’s membership facilities.

We are excited to share that planning and prep work for the Clubhouse updates have officially commenced! Plans for the new Clubhouse facility includes a 19th hole dining experience complete with patios and covered dining areas for outdoor seating, fire pits, improved landscaping, and modern finishes in the bar and event areas. The temporary Clubhouse will also house the renovated Pro Shop that overlooks the putting green and 1st hole.

The Maples Course is coming together nicely and has really started taking shape over the last few months. We are on the cusp of the final stages of redevelopment and will be taking extra precaution in analyzing the fall and winter conditions in releasing our upcoming plans for the course grand opening. This will allow us to solidify our base of Bermuda instead of overseeding with winter grasses that would compromise our new growth. We plan to focus on tree clearing and cleanup and have a good strong base for the growing season to start in early spring. We anticipate that the grand opening for the Maples Course will occur mid-summer 2023 (assuming Mother Nature cooperates) with hopes of having fully functioning 19th hole facilities to provide members with a full club experience while playing the newly renovated course.

This fall, ANC officially closed out its phase of the golf course renovation with Kris Spence, Golf Course Architect, who has moved on to his next project in Florida. His expertise, eye for design, and passion for golf architecture has been integral to the re-development of the Golf Course. Although his chapter here has closed, we look forward to working with him on other projects designed for the master plan at Woodlake. Thank you, Kris, for your commitment to going above and beyond in order to bring the Golf Course back to life over the last 18 months.

Our ANC Maples Course staff of 12 will now change focus to winter projects and ongoing maintenance needs such as tree removal, lakebed cleanup, bunker maintenance, and various other cleanup tasks assigned while working under the leadership of Chris Dwiggins, The Maples Golf Course Superintendent. In addition to general maintenance projects, the ANC staff is working to rehabilitate the Magnolias driving range, although it is yet to be determined whether this will be a temporary or permanent solution for a practice area. We have also commenced cleanup and updates at “The Turn” (a food and beverage house located between holes 9 and 10).

Additionally, we are excited to share that the final layout for the Sales Office has been approved and working plans are being finalized for permitting. Our vision for enhancing this space involves a large community center as well as leasable commercial spaces. A more detailed project and construction timeline to come.

Woodlake Country Club Branding & Membership

We have spent the better part of the last few months creating new branding for Woodlake Country Club and the Maples Course. We are also in the process of ordering signage with the new logos and look forward to revealing the new branding very soon. Our Woodlake Country Club website, as well as information on Memberships, is expected to launch in early 2023, ahead of the summer season to allow time for signups prior to the soft opening date of the Clubhouse & Golf Course. The website and membership experience will include a mobile application featuring online tee times and dining reservations, account management, and more exciting elements designed to elevate the club experience. The unveiling of our new branding will coincide with the website launch in early 2023. To prepare, ANC has started building an inventory of merchandise and apparel from reputable golf brands to display and sell in the new Pro Shop. We look forward to sharing these items with you and providing more details in the near future.

Dam Updates

Engineering plans for the Dam are expected to be finalized in the next 60-90 days, at which time we will need to seek approval from NC DEQ. In anticpation of obtaining approval, we are optimistically planning to begin prep work for Dam construction in phases, beginning with clear cutting and spraying or burning the lake bottom, lighting, road access, and construction trailers. A proposed timeline of phases will be published for the community prior to beginning any type of spraying or burn projects.

At this time, we are still navigating increased construction costs and materials. Fortunately, in our search for a solution, we have identified a lead contractor to help guide us through the process of effectively reducing the cost of the dam project as we continue to seek funding. One key component of the Dam design and major contributor for the increased costs, is our priorty to create a design that will help mitigate any future downstream flooding. These designs are more complex and costly, but are vital in our efforts to ensure that this project will create long-term sustainability for multiple areas across the state. Although the State of North Carolina provided a grant to repair the Dam, that will not change the status or title of the Dam or lakebed; it will still remain privately owned property.

The housing developments around Woodlake are currently considered to be in a flood zone, and most homeowners with mortgages are required by law to have flood insurance; a costly expense of up to $1,000 per year per household. One of our goals with the Dam design is to eliminate this requirement for homeowners within the Woodlake community.

We Need Your Help!

With the changing of the season, there will be excess leaves and yard debris to clean-up. Please be mindful that all shrubbery must be maintained in a presentable appearance, and when appropriate, shrubs should be trimmed, dead or diseased portions should be pruned, and dead plants should be removed. Additionally, residents are responsible for leaf and tree cleanup and disposal, including residents adjacent to the golf course, per the rules and regulations set forth by the POA. No materials or debris should be left on ANC property for removal or disposal. Homeowners that leave any materials or debris will receive a letter requesting removal of these items within seven (7) days. Failure to comply may result in POA fees.

Futher, as construction ramps up on the 19th hole, Pro Shop, and parking lot reconstruction (including the golf course), we ask that you would please, for safety reasons, continue to avoid these areas until further notice.

Atlantic National Capital would like to thank Dave Harris and the Lake Surf Grill Staff for all that they have done for the Woodlake community over the last two years.

With the timeliness of the golf course opening, it has been determined that the Lake Surf Grill building will be the best facility and location to house a temporary clubhouse, 19th hole, and pro shop of which we will release more information and availability in the early fall. We are extremely appreciative of Dave and the Lake Surf Grill staff for their efforts in creating a gathering space that has served as an amenity to the Woodlake community for the last two years. The Lake Surf Grill will communicate directly with its current members on the last day of operation. With the grand opening of the new facility, food and beverage will be available with extended hours of operation to Woodlake Country Club Members and Golf Guest Members. We look forward to sharing more information as we move towards renovations as part of the master project plan. The facility, along with the Carolina Room Event Space, will be temporarily unavailable due to renovations until new membership options are published in the next few months.

Golf Course Bridges & Renovations Updates

4th Hole of the Maples Course at Woodlake

New sod and sprigs have grown in nicely at the 4th hole.

The Maples Course has undergone some big changes in the last few months. The greens have taken well to the new sod and sprigs, and have really brought the golf course to life in a short amount of time. We are extremely pleased with the progress that has been made, and anticipate that the multi-million dollar renovations will be complete in the next few months, weather permitting.

Please refrain from entering the golf course and surrounding areas as we continue to fertilize and chemical spray the greens to encourage grass growth. This includes the cart paths and bridges. Please do not walk and/or drive on the cart paths. Only official vehicles with ANC and Spence Golf Design are allowed on the cart paths and greens areas. There is large equipment that utilizes the cart paths, and we are actively doing chemical spraying and overspray around these areas. Any offenses could potentially delay opening and be subject to fines and/or future membership restrictions.

Golf Course and Irrigation

New Irrigation System for The Maples Course - May 2022

Renovations to the 1971 Maples Course are well underway! We are excited to finally have power to the pump house after 6 months of irrigation work. The new irrigation system will allow us to begin sodding and sprigging the greens, weather dependent, in preparation for a targeted soft opening of The Maples this fall. As we continue to inch closer to Tee Off, the golf course is really going to start coming to life with fresh green sod and contrasting white sand outlining the bunkers. We ask that you would please refrain from entering the golf course and surrounding areas during this time; we will be focused on fertilizer and chemical spraying, as well as grass growth which can be extremely hazardous and fragile.

The current POA facility will be used as a temporary Pro Shop, so that golfers can easily access the course and patron the Lake Surf Grill. We hope to share more information on membership pricing, how to play the course, and tee time scheduling soon. In the meantime, we are working with the POA to temporarily relocate them in a construction office near the old Sales Office where we hope to begin construction in the near future. The POA will provide information on the timing of their move at a later date.


Woodlake Golf Superintendent

Atlantic National Capital is pleased to announce Chris Dwiggins as the Woodlake Golf Course Superintendent. Chris was previously the Golf Course Superintendent for The Dogwood Course at The Country Club of NC where he worked for 22 years. He is a local to Vass, NC and has been following the progress at Woodlake since it has been under new ownership. He comes to Woodlake with strong working relationships among neighboring Golf Clubs and years of industry experience. “Despite being fairly new on the Woodlake scene, Mr. Dwiggins has already proven to be a valuable asset to the redevelopment project and we are hopeful for what the future of Woodlake holds under his guidance and leadership,” states Cara Spencer, with Atlantic National Capital. The grand opening of the pool and our Memorial Day celebrations were a huge success! We already have 225+ memberships for the season and have received a lot of great feedback. Woodlake Country Club has partnered with Darell and Melissa Yates of Home Grown, a Woodlake Resident, to provide food and drinks to Pool Members all summer long. Out of respect for his commitment to Woodlake Country Club as a local business, we ask that only small coolers carrying water and snacks be brought inside the Pool Area.

Dam Reconstruction

We are also well underway with the design and engineering component of the Dam construction. The Engineers from Schnabel Engineering have been onsite for the past couple of months gathering geotechnical information and borings necessary for the new dam design and engineered plans. In the coming weeks, WithersRavenel will be obtaining survey locations of the elevations of all residential structures within several hundred feet of the lake shoreline. The elevations will be used by the Engineer working on the new dam design for permitting purposes, as well as a required flood study. In order to measure the finish floor elevation of the structure, WithersRavenel survey personnel may need to be on front porches or direction adjacent to the foundation of houses. Please note that the survey personnel will not need to disturb residents or knock on doors as they conduct the survey, nor will they need to be in backyards of residential properties. All survey personnel will carry business cards of the WithersRavenel Project Manager should any resident wish to speak in more detail.

We are happy to report that the Woodlake Property Owners Association has received the designated budget funding and has contracted with ANC to administer the grant funding to commence the project. Additional funding, however, is still needed for the remaining expenses associated with the Dam project. The biggest contributing factor for the additional funds needed is still the substantial increase in construction costs and materials, especially over the last 12 months. We have submitted a request to leadership in both the House and Senate to include the additional costs in this year’s budget. We have not heard a definitive response to our request; however, we should know something later this month once the new budgets have been released. In the meantime, we are looking at several ways to decrease our costs and save money on the project; including expediting and overlapping the schedule so we can begin construction as we receive deliverables during the design phase. Preliminary estimates show that even if we receive the additional funding, we will still be several million dollars short, as construction and material costs (such as concrete) continue to rise at an alarming rate.

We are currently exploring options, if necessary, to subsidize funding for this project. Our goal would be to avoid a special tax district, as initially proposed. That solution would need to be a part of a referendum ballot; causing considerable delays and we are already running up against a hard deadline on our permits. Another proposed solution to offset the increased construction costs would be to subsidize any major shortfalls through lake access/user fees or club memberships. It has been, and will continue to be, ANC’s goal to assist and oversee dam reconstruction for the community while keeping current and future costs of repairs, maintenance and operations on the dam at a minimum. It is important we work through a solution that would be the most amenable to all parties, the community, and avoiding any delays in the timeline of the project.

We feel it is important to be transparent and open in our efforts, as well as the obstacles that still lie ahead, but we remain hopeful that the legislature will approve our request for additional funding. Those efforts are being led in the Senate by Senator Tom McInnis and by both the Moore County and Cumberland County delegations on the House side. If the request is approved, it would limit ANC’s contribution to under $2 million and would help establish lower and more reasonable access and user fees, but more importantly, keep the project completion date on time.

We do not anticipate having answers until July; however, we will keep the community updated on any material events that would affect the project as soon as we are made aware of them. We appreciate the community support on this project, and give special thanks to the Woodlake Property Owners Association Board of Directors, whom we are working closely with on this project.

Pool memberships are now available for online purchase. Be sure to reserve memberships for you and the family before opening day! We are now offering Single Memberships for $200.00, in addition to Basic Household Memberships for $350.00.

All members who purchase pool passes and provide their headshot images by Wednesday, May 18th, will be available for pickup at the front guard gate on Friday, May 20th. A photo ID with the purchasers name, or household name, must be presented to the guard at the time of pick-up.

We are also excited to announce new, Early Bird pool hours for adult members only between the hours of 8am-10am, Monday - Sunday.

Spend Memorial Day Poolside

The opening day celebrations will continue on Memorial Day, Monday, May 30th for the grand opening and unveiling of Poolside at Woodlake beginning at 12pm. This new amenity will serve ice cream, smoothies, sandwiches, chips, and more as a convenient source of refreshments all summer long to pool members. In honor of Memorial Day, AJ’s Summertime Freeze will be onsite for members to patron 12pm-2pm, as well as music and pool games for the whole family to enjoy. Festivities will continue at The Lake Surf Grill around 4pm.

Summer Help Needed

Seasonal positions are now available for the Pool and Golf Course. We invite interested applicants to drop-in for a meet and greet at the pool house on May 19th and May 23rd anytime between 2:00pm - 4:00pm.
